JAMES CARMICHAEL
Jay Carmichael (solicitor) focuses his practice principally in the areas of business immigration and corporate counsel pertaining to compliance with federal regulations, particularly in matters involving the Department of Homeland Security and the U.S. Coast Guard.
Jay served in the U.S. Coast Guard as a commissioned officer for 34 years in both operational assignments, including command at sea, and in assignments as a Coast Guard attorney. Following his promotion to Rear Admiral, his successive assignments were:
  • Director, Operations and Interagency Support Division (N31), where he served as the principal advisor to the Deputy Chief of Naval Operations (Plans, Policy and Operations – N3/N5) for current operations, reconnaissance and surveillance activities and the Navy’s counter drug program
  • Chief Counsel of the Coast Guard, where he served as the legal advisor to the Commandant and managed the nationwide delivery of legal services by 200 lawyers in support of Coast Guard missions
  • District Commander, Seventh Coast Guard District, where he was responsible for executing the Coast Guard’s missions, including the Coast Guard’s maritime response in the wake of the 9/11/2001 terrorist attacks, in the Southeastern U.S. and Caribbean
  • Senior Military Assistant to the Secretary of the Department of Homeland Security, where he worked alongside the department’s senior staff to implement national and departmental policy initiatives regarding homeland security
Following his retirement from the Coast Guard, Jay joined the Gunster law firm in 2004 as a shareholder.
